Larawak to address you on the subject of the recruitment

of labour and to submit for the consideration of the

Government of Hong Hing certain questions in regard to

Kong

Order No.1-3 (Labour Protection), a copy of which is

enclosed.

2. With the enforcement of section 33 of this

tract No. Order after 31st Luret 1926, all contract labour for

the Sarawak Cilicles Timited, iri, automatically

ceased; from that date, labour could only be recruitod on engagements for a period not exceeding one month or thiry days. In order, however, to have .me hold

over these labourers, i.c. to prevent then leaving after a short period and seeking employment elsewhere, the Comper proposed to claim an ivance against thum, which advance world cover travelling expenses, first issue of clothing, etc., and would not exceed $50.00 This amount was later altered to $60.00, but being repugnant to Order No. 1-3, section 17, would be disallowed. ?. The Company, apparently, had no intention of cutting the labourers' pay, but proposed to declare this advance and obtain the labourers' acknowledgment of it

before theProtector of Tebour, so that it might deduct

from the advance avery month one-twelfth of the total

mount. Thus the labourer would suffer no reduction

of veges, but would have a debt which would be reduced
